On 7th -8th November, the Permanent Secretariat of the National Committee for Combating Trafficking in Human Beings in cooperation with OSCE Mission to Moldova organized a training session on the approach to combating human trafficking through the perspective of human rights approach in the context of the National Action Plan (NAP) for the period 2014 – 2016, having as the expert trainer Mike Dottridge. The purpose of the training was to strengthen the capacity of the Permanent Secretariat’s staff (PS) and the PS’s coordinator group of members – the specialists from the public central authorities, NGOs and international organizations, which are dealing with prevention and combating trafficking in human beings through the human rights approach in the context of the elaboration of the new National Action Plan for the years 2014 - 2016. During the two working days, were discussed the following topics: 1. Combating trafficking in human trafficking through the human rights approach 2. Ways to improve new NAP: Defining goals, objectives and impact. To analyze the future activities’ impact of the new NAP from the perspective of the human rights approach. 3. Definitions of planning based on the results. 4. Identification and using of indicators and means of verification of the planning process. 5. Monitoring and evaluation. In order to ensure the equilibrium of policies to prevent and combat trafficking in human beings through the National Action Plan perspective, during the training session were created 4 working groups, in terms of the 4Ps - Prevention, Protection, Persecution, Partnership & Coordination.
The specialists had the opportunity to define the priorities of institutions which they were represented, to identify the gaps of the present NAP and to adjust the actions from the NAP in the light of human rights approach. The method of using the working groups ensured the efficient communication between specialists, offering thus, the sustainability in the planning process for the future activities within NAP 2014-2016.
